Just two days after Grosvenor pledging its support along side Lend Lease and the other partners, Grosvenor pulls out of the project. Grosvenor have said this is down to restructing. Some would say its down to the fact the people have been granted a say through a public inquiry and the opposition from many groups to the Tithebarn project; there is also the application for the listing of the bus station expected to be decided in the next two months...

Developers have handed Preston's £700m Tithebarn dream a boost after pledging to fight a public inquiry into its future. But despite the backing of Grosvenor and Lend Lease there are fears renewed attempts to have the bus station listed could still kill off the project.

Preston Council chief executive Jim Carr said the Preston Tithebarn Partnership (PTP) made it clear in a meeting with town hall chiefs it was still committed to the project, despite the Government calling it in for a public inquiry.

It follows weeks of fears that the developers could pull the plug on their involvement because of the expense involved in fighting the probe, due to be held next year.

Mr Carr said: "The Preston Tithebarn Partnership is still fully committed to making this happen. We are meeting again soon to talk about our tactical approach (to the inquiry)."

Thanks to all of you that attended the 'Hustings' held this evening at Jalgos. It was attended by approx 50-60 members of the community (not many under 50's I must add). Anyway, only 1 of the 3 candidates standing for election for the Fishwick Ward, attended; Luke Bosman of the Liberal Democrats. The other 2 sent apologies on the grounds that they had prier engagements. Luke did his best and considering he didn't really have any prior knowledge of Jalgos or our local African-Caribbean Community, he stated that he and his party were both impressed and motivated by what we had told them tonight. Cllr Mark Jewel- Lib Dem and also LCC MP also voiced his support for our cause and pledged his parties support to help us raise our profile in fighting the CPO etc., It was a fruitful evening as we managed to win some important allies and prove to ourselves that we can make a difference with effort.

Many thanks also to Cllr Michael Lavalette for chairing the event and for Mr.Walker and Jalgos.

Should our university be linked to a company being investigated for corruption?

The Serious Fraud Office (SFO) is expected to announce on Thursday whether it wishes to prosecute BAE Systems over alleged bribery.

The case refers to allegations that the UK defence giant paid out millions of pounds in order to win contracts from a number of countries.

BAE has always strenuously denied any suggestion of wrongdoing.

A separate investigation into BAE by the SFO was dropped in 2007 after it said national security was at risk.

In that case the SFO ended its investigation into a giant 1980s arms deal BAE secured from Saudi Arabia.

Preston's new academy to get £25m revamp

A £25million development will be the centrepiece of Preston's new academy, the Lancashire Evening Post can reveal.

The controversial Fulwood Academy opened its doors on Monday to its first year seven pupils, and was visited by junior education minister Iain Wright MP.

By the end of the week the building will be bustling with 1,014 pupils.
Plans are already in the pipeline to replace the existing school with a £25m new development.

Architects have drawn up plans to demolish the former Fulwood High School and Arts College building in Black Bull Lane.

Draft plans involve all but the existing arts centre and hall being replaced with a modern building on land fronting the current school.

Official proposals have not yet been submitted, but the school's new trustees, The Dunstone Foundation, headed by Carphone Warehouse boss Charles Dunstone, hope the new facilities will be ready by 2012.

Sixth form provision will be established "at the earliest opportunity" which it is believed could be as soon as next September.

During the summer holidays the school saw £25,000 worth of improvements, which included repainting, a remodelling of the library, a new media centre and a student resource area complete with Internet pods.

The trustees have also shelled out around £25,000 on new badged outdoor jackets for every pupil.

Kath Moss, who has been headteacher at Fulwood High for the past nine years is acting as interim principal until Christmas.

She said: "It's all very exciting and one of the key features of the new academy is the cutting edge technology.

"Our arts specialism will remain and we will add to that creative digital and media technologies.

"We have always had a house system here, but that is going to be the lynchpin to drive forward achievement and pastoral care.

"Pastoral care is something Charles Dunstone wants to be a key strength of the academy."

Ribble Valley MP Nigel Evans, who represents Fulwood, said the new school was "good news for the area."

He added: "It is absolutely good for Fulwood and I think that it will be a big boost. Providing the most up-to-date facilities for our youngsters is important.

"It is about more than just the premises though. Promises must be delivered and there must be sustained investment for many years in the future."

Fulwood High officially closed and the moved out of Lancashire County Council control on August 31.

The new academy is now managed directly by the Department for Children, Schools and Families and its sponsor Mr Dunstone.

The use of an addictive drug called crystal meth is on the rise in cities of Lancashire, a new report claims.

Police intelligence in thPreston points to an increase in use of the drug over the past 12 months.

However the police have so far failed to seize any of the drug.

The admission comes in a new report on the work of the Safer Preston Partnership – a group made up of police, fire and council bosses and several other agencies – due to be discussed at the Town Hall next week.

Crystal meth, or methamphetamine, is highly-addictive and can lead to sore and infected skin, brittle and cracked teeth and massive brain damage.

In America, numerous before-and-after shots have highlighted the effects of long-term use.

The report also said 644 people in the city were given drug treatment in a 12-month period and almost 700 are known addicts, with serious class A drugs like heroin, crack and cocaine the most commonly used.

The report, which sets out the group's priorities between now and 2011, warns: "Nationally there has been a gradual increase in the availability of methamphetamine and it is more commonly used by multiple drug users.

"The city has seen an increase in the number of intelligence reports regarding the supply and use of methamphetamine and crystal methamphetamine over the last 12 months."

But initial concerns over the use of crystal meth in Lancashire were raised in 2007, when the Lancashire Drug and Alcohol Action Team (LDAAT) said there was a need to keep an eye on its use in the county's club scene.

Nuisance tramps and drunks have been banned from Preston city centre.

Business people and residents around Winckley Square and Fishergate in Preston complained to police about vagrants and alcoholics.

Now police, who today urged off-licences not to serve cheap booze to the city's tramps, have hit 40 people with temporary banning orders in the last month to keep them away from the city centre.

If they ignore the warning they can be arrested under the Violent Crime Reduction Act 2006 that prohibits drunks from entering the city for a specified period if officers believe they will be involved in anti social behaviour.

But police say Preston's off-licences play a big part.

Sgt Helen Nellany, of Preston police, said: "We are encouraging city centre off-licences not to serve to drunken people and we have also conducted test purchase operations. As of yet no-one given a warning has been arrested for breaching it.

"If not witnessed begging by police – which is a requirement if a member of the public will not give a statement – most of them are moved on and warned not to return, or taken to Fox Street.

"One individual has been arrested for begging We try to encourage people where possible not to give them money but to donate to the organisations which help them.

"We are working with the homeless forum and other agencies in finding them suitable accommodation."

Sarda Patel, of Ganesh News on Fishergate Hill, said: "I think it's good the police are trying to help businesses who have had problems with drunks but the crackdown could cause problems for off licences in that people can get aggressive if you refuse to serve them.

"We are fortunate as we don't get a lot of drunken people in."

MP gives Jalgos hope for their future

MP has met with concerned members of the African-Caribbean community in Preston to hear their concerns about Jalgos Sports and Social Club, which is threatened with closure as part of the £700m Tithebarn Scheme.

“I am backing Jalgos to ensure that the African-Caribbean community does not lose this vital service following the redevelopment of the City Centre. The Jalgos Club has excellently served the black communities of Preston for a number of years and the services and links they provide are unparalleled in this region.”

He went on to say “The objections put forward by Blackpool and Blackburn Councils will no doubt delay any negotiations with Preston City Council about the relocation or replacement of these services but I will put pressure on the Authority to ensure that the black community in Preston will get the best deal in the event that the Tithebarn Redevelopment Scheme does go ahead.” (DISOBEY! seems like a get out clause)

Lewis Walker, Chairman of the Jalgos Sports and Social Club said “We have worked hard to acquire and maintain these premises and we are in a unique position because the club is wholly owned by the members. We have a duty to continue serving the needs of the African Caribbean community.”

The premises of Jalgos Sports and Social Club which is situated on Rose Street in the centre of the City will be subject to a Compulsory Purchase Order to make way for a new bus station on Manchester Road.

The last Social Club of it's kind in the North West of England is about to demolished/refurbed to make way for new offices under the Tithebarn Project. This surely cannot happen. Jalgos is an institution which serves a UK wide Community. A meeting place for numerous voluntary organisations, main support for Isles in harmony carnival troupe, venue for sports and social teams and committees, not forgetting the Tuesday Luncheon Club.

As part of the planning process, steps have to be exhausted; that is why we urge people to email the Regional Director Liz Meek their objections and call for a public inquiry over the plans to knock down Jalgos.

The Police are the Problem, its been proven!

Over the last few months the police strategy for people on the streets has gone through a few phases. There was the standard harassment physical or verbally, then the use of the vagrancy act of 1824 of gathering alms, taking people to court and issuing them a fine!?

Now in the last 6 months there has been the introduction of the section 27: violent crime reduction act 2006. It is used to move an individual who has been or who they believe to have been drinking to another area and are banned from that area for a maximum time of 48 hours.

Bring the 6 months or so up to date and what do we find;

Alcoholics are making life a misery for business owners on a main road out of Preston city centre.

Traders in the Fishergate Court complex on Fishergate Hill say they are arriving at work to find vomit, human waste and litter left by vagrants and drunks who are congregating there after being moved on from the city centre.

As it is clearly highlighted in the Police guidance of using Section 27; "care should be taken to ensure that giving direction to leave does not simply move a potential problem to another area".

PC Carl Ingram, community beat manager for Broadgate, said: "I think they gather here because it is close to the city centre, where many of them beg, and they are close to several off licences; throw in the fact that many people are there because your police force has excluded them from town and in fact has left them very little choice to be there; therefore unintelligent and reactionary policing has created this problem.

So what is the next idea they are going to come up with; oh yer also in the same article PC Carl Ingram, community beat manager for Broadgate says

"We have also been enforcing closure orders on properties on Fishergate Hill which has left some people homeless"

Where can people go? and the fact that some people find themselves on the streets due to closure orders put on where they lived! another bright idea throw people on the streets with nowhere to rehouse them, brilliant plan!

PC Ingram goes on to say”

"There is work ongoing to house people. But we have to be careful about where they are housed, and who with, to avoid the same problems recurring." Shouldn't of this been thought of before hand?

Where are these houses going to spring up from, as provision for people on the streets in Preston has been reduced... Maybe hoping they will be forced in to recycling lives or some other exploitative program.

There is no short term fix until capitalism is destroyed and until people look out for each other...instead of just looking out for number 1. Many people need help not just being moved on, swept under the carpet so people who shop in Preston don't have to see that there is a problem or acknowledge that we all have a responsibility to each other and not to close our eyes because the truth hurts or spoils our shopping experiences.

Maybe some compassion from the Police won't be a bad thing also...

Town Hall bosses trying to derail Preston's £700m Tithebarn development face missing out on millions of pounds of regeneration cash – unless they agree to drop their objections.

Lancashire County Council leader Geoff Driver is set to tell Blackpool Council he will not sign a deal to unlock Government and Lancashire taxpayers' cash for the Fylde Coast unless they either ditch their objections or "persuade me to sign".

Council chiefs in Preston are furious that Blackpool could get Preston taxpayers' cash through the Fylde Coast Multi Area Agreement (MAA) to regenerate their town at the same time as they are opposing the Tithebarn scheme.

Both Blackpool and Blackburn councils are opposed to the project, saying it will hit trade in their own town centres.

If their objections lead to a call-in, it could delay the long-awaited scheme by a year.

Coun Driver told the Evening Post: "Without putting it too bluntly, before I sign the multi-area agreement we will be looking for assurances they will play the game.

"The people of Preston will wonder why some of their money is going towards the regeneration of Blackpool at the same time as they are opposed to the Tithebarn project.

"What we are trying to do in Lancashire now is work together and if you work together there has got to be some give and take.

"It is no good Blackpool saying we want to be part of Team Lancashire when it suits Blackpool.

"If you are playing in a team you don't tackle your own players off the ball from behind.

"I would be hoping they would withdraw their objections. If they don't withdraw their objections they are going to have to persuade me to sign the multi area agreement."

Asked how they would do that, he added: "I don't know. The ball is in their court."

Preston Council leader Ken Hudson has called on LCC not to sign the agreement while the objections are in place.

He said: "Preston Council finds it totally unacceptable that LCC is about to sign an MAA with Fylde councils when Blackpool is objecting to the Tithebarn development. We are either a team or we're not."

3 homeless people die in Preston!!!

Three homeless people died yesterday, one was found dead on market carpark, the other two people died on the way to hospital or at hospital. The cause of death is believed to be due to heroine overdose. Police have been talking to people warning them of there being bad shit on Preston streets.

This is not unusual to find bad shit on the street passed off as something else.

Recently there was the fake blue valium bought off the internet and sold a pound a tablet, these were found to be ketamine tablets cut with fish tank disease cleaner resulting in many people ending up in hospital.

Its shit on the streets...police harassment and being treat like shit everyday!

Defend Our Community Spaces!
No to Tithebarn Project!

Go to Liverpool and you will see the clinical future that awaits Preston town centre, where coffee shops, over priced clothes and department stores will own our streets. Their vision the Tithebarn destruction of Preston to become another clone like the other town and city centres in the country. Really things are being lost as the developers see no value in them; flea markets and community spaces that does not make them money.

The latest community space that faces being bought up with a compulsory purchase order is Jalgos Sports and Social Club in Preston. The club had been told over the last 2 years it was safe, but now the boundaries have changed and the planners want to build the new bus station on top of the ground where the club is.

The community has come out and said they will fight this attack on the centre. There has been the usually actions of petitions, talking to MPs, Preston and Blackpool councillors, writing letters to various people; is not going to work when the parties the MPs and councillors are part of all openly support the project!?

It will take people to stand up to the developers; to take direct action, which has proven to work in the past, as in the example of saving the Warehouse (of chaining themselves to stop the bulldozers knocking the building down). This is what is needed, by everyone; community support, online presence, stalls in the streets, rallies for people to get behind and find out what is happening, how they can help and get involved so we can't be ignored… if not another community space will be lost.

Community leader Jean Lindsey urged everyone to take an active role in ensuring the societies survive.

She said: "Let's stand up and be counted. It's about keeping our culture. We are here and won't let you forget us.

All we're asking for is your support. All we want is a helping hand."

BAE, war monger is investing £1m with partner in crime UCLan.

The arms company BAE Systems is investing £1 million into energy efficiency research projects with the University of Central Lancashire (UCLan).

The money will be invested into research and development projects that are designed to reduce costs and carbon emissions in the arms manfacturing industry. [maybe the fighterjets, tanks and large transport planes should stop flying; their carbon emissions must be huge! Shut down arms factories that would cut carbon emissions!]

Such projects will initially focus on the development of intelligent energy management systems for use initially on BAE Systems arms factories across the UK. There is potential for the systems to be rolled out for wider use in the attack industry and on military bases.

Malcolm McVicar, vice-chancellor at UCLan said, "this is a fantastic project and we are grateful to BAE Systems for investing this essential funding." [as we don't care that your primary profit (BAE's), comes from building & selling weapons used throughout the world against civilians, familes...]

McVicar hopes the initiative will lead to a revolution in energy and sustainable development and becomes a demonstration project of progressive science and applied practice.

Nigel Whitehead, group managing director of programmes and support at BAE Systems, said, "working with UCLan is also an opportunity for us to demonstrate our support for research activity in the Northwest, where we employ around 15,000 people."
He added that working in partnership with universities is essential in addressing future skills gaps and ensuring the UK remains a world leader in engineering and technology. Open letter to Dr. Malcolm McVicar, Vice Chancellor of UCLan, from ‘Disobey’

Dear Dr. McVicar,

Our investigations into UCLan’s dealings with BAE Systems lead us to a most startling discovery: UCLan has no Ethical Policy (!) Given that the University does actually run courses encouraging ‘corporate social responsibility’, we believe UCLan should practice what it preaches and formulate and put into practice a good and principled Ethical Policy.

It appears that UCLan has only a Sustainable Development Procurement Policy. Explicit guidance regarding investments is absent, meaning that, for instance, whilst purchase of ‘illegally’-cut timber is forbidden, investing in a company involved in such operations is not. Further, no procedures are in place to prevent such a company funding research projects at our University.

We seek, via this letter, to urge your fine self and all concerned students and other workers at UCLan to seek to put in place an Ethical Policy which covers not only environmental matters, but also concerns regarding genetic modification, animal welfare and testing on animals, human rights, and dealings with the arms trade. Many of the best /most progressive Universities around the world now have such a wide-ranging Ethical Policy – UCLan should be with them. Adoption of such a Policy would be one more step towards a decent and sustainable future.

This letter arrives as a consequence of our journey from Israeli State Terrorism via BAE to our demonstration on the UCLan rooftop on CAAT’s Day of Action. We would see a principled UCLan Ethical Policy as a memorial to the four hundred (++) children murdered in January this year by the Israeli State in Gaza.

UCLAN refuse to speak to Disobey

In the latest pluto (20 March 2009) In a open letter to the Vice Chancellor Dr McVicar Disobey has asked why doesnt UCLAN have a ethical policy? The letter is published in full in Pluto and available to read online at Pluto website. The response we got was "that the university has chosen not to speak to this particular organisation".

What is uclans ethical policy? do they have one?

Are you concerned about environment impact, climate change, about arms companies, abuse of human rights, illegal wars, animal testing...is our universities? if so why does our universities continue to support companies that have records of corruption, negative environmental impacts, weapons manufacturers.

Write or phone UCLAN and ask: Does uclan have an ethical or corporate social responsibility policy? if not why not? if so where can it be found?

Disobey! Roof top protest CAAT Day of Action

Three people have been arrested following a rooftop protest against Lancashire [offense ] firm BAE Systems at Preston's University.
Three protestors carrying a megaphone took to the roof of the Foster Building on the University of Central Lancashire's campus, close to the busy Adelphi roundabout in the city centre, at just after noon on Wednesday.

A further two people were distributing leaflets to students on the ground.

They were from Disobey group and Campaign Against the Arms Trade.

A UCLan spokesman said he believed they were protesting against research carried out by the university on behalf of BAE.

The leaflet also stated UCLan had money invested in the company through shares via a third-party fund manager.

Police arrived at the Foster building shortly after 1pm to remove the protestors from the roof.

Three people were arrested,not charged and released, at a guess Uclan didn't want the public spotlight knowing its business.

last night a group of us were outside Warton BAE, reading out the names of many of the children and young people killed in Gaza.
We turned up with flowers, candles, photos of the victims of BAE and its murdering for profit partners.

This industry needs to be closed down, stop the killing!

The battle to save Preston's bus station is back on.

Shop worker Andrew Pye has revived the campaign to spare the iconic building from the bulldozers.

The bus station is set to be razed as part of the city's Â£700m Tithebarn regeneration project.

The 25-year-old, from Blackpool Road, Ashton, has vowed to inject "young blood" into the campaign through website Facebook.

The Facebook group, called Save Preston Bus Station, has already got 652 members and Andrew is promising "alternative action" with a sit-in protest and "flash-mobbing" where groups of people suddenly appear in a certain place, among the tactics being considered.

Original campaign member Aidan Turner-Bishop, chairman of the Preston and South Ribble Civic Trust, described the youngster's enthusiasm as "a breath of fresh air".
